After the implementation of No. regulations 22 in 1999 about local government and afterwards in revision became No. regulations 32 in 2004, then education was a field that also was decentralised to the government of the City / the regency. Through this decentralisation system, education it was hoped was able to resolve problems of the subject that was dealt with the nation at this time, that is concerning the problem of the quality, the even distribution, the relevance, efficiency and the management of education that became the right of each resident. As that has been entrusted in UUD and UU about Sisdiknas.
The government of the Malang City, it was hoped was able to undertake the task and his function well and in a responsible manner in implementation the policy in the educational field. In order that the achievement of the government of the Malang City could go maximally, then must the existence of the supervision from the community or from local agencies that had the function of the control towards the achievement of the government. In relation to that, the available NON-GOVERNMENTAL ORGANISATION in the Malang City in demanded to Carry out his role well and independently in Fight for the community's rights. One of the agencies was MCW (Malang Corruption Watch). Where MCW was an organisation of the civil community that moved in carrying out the supervision of the achievement of the Government of the Malang City. Both in the matter of the supervision of the implementation of the policy in the political field, economics, the law and education. In this research, the researcher more the focus to the MCW role in carrying out the supervision of the implementation of the policy of the government of the Malang City in the educational Field.
In this research, the method that the researcher used was the descriptive method, whereas the technique of the data collection that was used was through observation, the interview that was carried out to 3 people from the subject of the research, and the documentation. Afterwards the analysis technique of the data that the writer used was the analysis of the qualitative data. As for the location of his research was to the secretariat MCW (Malang Corruption Watch) the Malang City.
Results of the research that the writer did that is about the role of the NON-GOVERNMENTAL ORGANISATION/MCW in carrying out the supervision in the educational field covered; first, the Supervision of the implementation of the policy of education in the Malang City, that is MCW abundant through accommodated all information, traced information, carried out investigation, held discussions, concluded and analysed cases of corruption or budget corruption of education. As well as revealed this case through the research, polling and the study. And afterwards The socialisation to the public through through the forum for the resident, for example the PKK forum (in RT and RW), the forum for discussions, but also went through the print media also electronics, like in the newspaper and the interactive dialogue in radio, The direct action in the field, that all those were special about education. Secondly, the Monitoring towards the implementation of the policy of education in the Malang City, that is MCW carried out observation carefully in revealing the case of budget corruption of education by means of followed continued the development of the case and observed the Attorney General's Office in handling the case of education. Thirdly, Pressure towards the policy of education in the Malang City, that is MCW carried out the campaign (the campaign through the available mass media like the newspaper, radio and television), made Ranperda Tandingan, the action (was the last alternative), carried out the research (survey) on the occasion of gave pressure to the government. Fourthly, hindrances that were dealt with by MCW in the implementation of the supervision of the implementation of the policy of education in the Malang City, were when the government of the Malang City no longer pays attention to the demand from the community, and is not monitoring in an investigatif manner from DPRD, Diknas at will in taking the policy.
In this research, could be concluded that the role of the NON-GOVERNMENTAL ORGANISATION, more to be precise MCW in Did the supervision of the implementation of the policy of the government of the Malang City in the educational field, really was organised well as well as the guide against agreements that already in had gotten up since the beginning. For example, the guide to AD/ART available in MCW.

Setelah diberlakukannya Undang-Undang No. 22 Tahun 1999 Tentang Pemerintah Daerah dan kemudian di revisi menjadi Undang-Undang No. 32 Tahun 2004, maka pendidikan merupakan suatu bidang yang juga didesentralisasikan ke pemerintah Kota/Kabupaten. Melalui sistem desentralisasi inilah, pendidikan diharapkan mampu untuk menyelesaikan permasalahan-permasalahan pokok yang dihadapi bangsa saat ini, yaitu mengenai masalah mutu, pemerataan, relevansi, efisiensi dan manajemen pendidikan yang menjadi hak setiap warga. Sebagaimana yang sudah diamanatkan dalam UUD maupun UU tentang Sisdiknas.
Pemerintah Kota Malang, diharapkan mampu untuk menjalankan tugas dan fungsinya secara baik dan bertanggungjawab dalam mengimplementasikan kebijakan di bidang pendidikan. Agar supaya kinerja pemerintah Kota Malang dapat berjalan secara masimal, maka harus adanya pengawasan dari masyarakat atau dari lembaga-lembaga setempat yang mempunyai fungsi kontrol terhadap kinerja pemerintah. Terkait dengan itu, LSM yang ada di Kota Malang di tuntut untuk melaksanaan perannya secara baik dan independen dalam memperjungkan hak-hak masyarakat. Salah satu lembaga tersebut adalah MCW (Malang Corption Watch). Dimana MCW merupakan sebuah organisasi masyarakat sipil yang bergerak dalam melakukan pengawasan terhadap kinerja Pemerintah Kota Malang. Baik dalam hal pengawasan terhadap implementasi kebijakan di bidang politik, ekonomi, hukum maupun pendidikan. Dalam penelitian ini, peneliti lebih fokus kepada peran MCW dalam melakukan pengawasan terhadap implementasi kebijakan pemerintah Kota Malang di Bidang Pendidikan.
Dalam penelitian ini, metode yang peneliti gunakan adalah metode deskriptif, sedangkan teknik pengumpulan data yang digunakan adalah melalui observasi, wawancara yang dilakukan pada 3 orang dari subyek penelitian, dan dokumentasi. Kemudian teknik analisa data yang penulis gunakan adalah analisa data kualitatif. Adapun lokasi penelitiannya adalah pada sekretariat MCW (Malang Corruption Watch) Kota Malang.
Hasil penelitian yang penulis lakukan yaitu tentang peran LSM/MCW dalam melakukan pengawasan di bidang pendidikan meliputi; pertama, Pengawasan terhadap implementasi kebijakan pendidikan di Kota Malang, yaitu MCW melacak melalui menampung semua informasi, melacak informasi, melakukan investigasi, mengadakan diskusi, menyimpulkan dan menganalisis kasus-kasus korupsi atau penyelewengan anggaran pendidikan. Serta mengungkapkan kasus tersebut melalui penelitian, polling dan kajian. Dan kemudian disosialisasikan kepada publik publik melalui melalui forum warga, misalnya forum PKK (di RT dan RW), forum diskusi, dan juga melalui media cetak muapun elektronik, seperti di koran dan dialog interaktif di radio, aksi langsung dilapangan, yang semuanya itu khusus tentang pendidikan. Kedua, Pemantauan terhadap implementasi kebijakan pendidikan di Kota Malang, yaitu MCW melakukan pengamatan dengan cermat dalam mengungkapkan kasus penyelewengan anggaran pendidikan dengan cara mengikuti terus perkembangan kasus dan mengamati Kejaksaan dalam menangani kasus pendidikan. Ketiga, Penekan (Pressure) terhadap kebijakan pendidikan di Kota Malang, yaitu MCW melakukan kampanye (kampanye melalui media massa yang ada seperti koran, radio dan televisi), membuat Ranperda Tandingan, aksi (merupakan alternatif terakhir), melakukan riset (survey) dalam rangka memberikan pressure kepada pemerintah. Keempat, kendala-kendala yang dihadapi MCW dalam pelaksanaan pengawasan terhadap implementasi kebijakan pendidikan di Kota Malang, adalah ketika pemerintah Kota Malang tidak lagi memperhatikan tuntutan dari masyarakat, dan tidak ada monitoring secara investigatif dari DPRD, Diknas semaunya sendiri dalam mengambil kebijakan.
Dalam penelitian ini, dapat disimpulkan bahwa peran LSM, lebih tepatnya MCW dalam melekukan pengawasan terhadap implementasi kebijakan pemerintah Kota Malang di bidang pendidikan, cukup terorganisir dengan baik. Hal ini terlihat pada perannya dalam melakukan pengawasan, pemantauan, maupun melancarkan pressure terhadap kebijakan pendidikan di Kota Malang, telah menghasilkan beberapa kejanggalan (penyelewengan) dalam proses pelayanan publik di bidang pendidikan yang dilakukan oleh pemerintah setempat.
